Add AutoBilling changes to the tenant's Audit Trail.

It would help the managers and the support team to know when the system disables auto billing or when someone manually enabled or disabled auto billing for a tenant.

Also when a payment fails the autopay is being disabled, which is not ideal but there’s no indication the unit was previously on auto pay. 
It would also be nice if activating and deactivating (especially when automatically done by the system)the autopay left an activity in the audit trail so we could reference this. So we know the system deactivated it and we should reactivate.
