ECRI | Current In Place Rent not updating after rate increase takes effect

Steps to Recreate:
- Apply an ECRI (Economic Controlled Rent Increase) to a unit, effective 5/1/25.
- Confirm that the tenant is charged correctly at the new rate.
- Review the tenant's account and the "Effective Rates by Unit" report.
- Check the Current In Place Rent and Current In Place Rent Date columns.
- Observe the Scheduled Rent and Scheduled Rent Date columns for comparison.
Expected Result:
The "Current In Place Rent" and "Current In Place Rent Date" fields should reflect the updated rent amount and date (i.e., the new rate effective 5/1/25).
Actual Result:
The tenant is charged at the correct new rate, but:
- The account still shows the old rent rate as the "Current In Place Rent."
- The old rent date is still showing as the "Current In Place Rent Date."
- The new rate and date only appear in the Scheduled columns instead of being reflected as the current rate.
